Permits are at the heart of the regulatory-process for government and industry projects. ENSOURCE prepares timely, complete applications for federal, state and local permits. ENSOURCE personnel have completed FERC §2.55 and 7(b) projects for a number of gas pipeline companies. Services in this area include planning, data collection, application preparation, agency coordination and expert testimony. Depending on the geographical area and the specific project, the effort required to obtain environmental permits varies considerably. States in which environmental work has been performed and the agencies consulted in permitting are shown in the following Tables 1 and 2, respectively. Early and effective coordination with the appropriate regulatory agencies is the key to obtaining necessary permits in a timely fashion.
ENSOURCE has the experience and technical expertise to assist our clients in developing a permitting plan, scheduling and implementing that strategy, and making recommendations in project design and construction that will expedite permit acquisition and compliance. ENSOURCE has experience with FERC regulated and unregulated environmental permitting issues. Specific experience includes:
Preparation of applications for required permits:
- Blanket and project specific clearance letters from State Historic Preservation Officers and U.S Fish and Wildlife Service;
- Project specific clearances from Tribal Historic Preservation Officers;
- Construction Storm Water Discharge Permits from the U.S. Environmental Protection Agency or appropriate state agency;
- Blow-down and hydrostatic test water discharge permits as required.
Supervision of studies and reports to obtain permits:
- Cultural resource studies and reports;
- Threatened and endangered species and habitat studies;
- Wetland delineations.
For project clearance, development of:
- Project clearance memorandum;
- Storm water management plan;
- Spill prevention plan;
- Training presentations as needed for engineers and field personnel.
